This thesis discusses the Implementation of Rental Policy of State Property Based on Government Regulation of Republic of Indonesia Number 27 Year 2014 About Management of State / Regional Property (Case Study In Police of Pontianak City). Approach method used normative law research method, from the research result there is conclusion that Implementation of Policy Implementation of State Property In Pontianak City Police, Implementation Implementation of policy of rent of state property in Polresta Pontianak City indicate that implementation of main principles of good governance in implementation of rent Owned goods in the Police of Pontianak City that is transparency and participation has not been implemented properly, but the principle of accountability has been implemented properly. Polresta Pontianak has implemented asset management and good administration system in accordance with its authority as the power of the goods user. Human resources in the Police of Pontianak City who have the skills to administer the administration of state-owned goods are still limited, coupled with the absence of funds to announce the leaseable state-owned property and its rent value resulted in less optimal implementation of the lease of state property. Inefficient bureaucratic structure that is not yet the existence of the delegation of authority in the process of leasing of state property from West Kalimantan Police to Police of Pontianak City resulted in the execution of rent of state property ineffective and efficient. Constraints Faced By Polresta Pontianak City In Implement Policy Rental of State Property Based on Government Regulation Number 27 Year 2014 About Management of State / Region Property that is Competence in managing state property have an effect on to quality of financial report of central government. Experience in managing state property has an effect on to quality of financial report of central government. Ethics, competence, and experience in managing state property jointly affect the quality of central government financial statements.
